HSQE Manager
Leigh, Greater Manchester (Hybrid)
£70,000 – £75,000 + Bupa Healthcare + Pension + Bonus

This is a genuinely broad, hands on HSQE Manager opportunity with a growing operational business working across construction, installation and nationwide field based activity.

Reporting directly to the senior leadership team, you’ll take ownership of health, safety, quality, environmental compliance and management systems across the office, warehouse, supply chain and operational sites. This is not a narrow, office-based compliance role, nor is it a pure people management position. They’re looking for someone practical and credible who can move comfortably between board level reporting, site level risk and day to day problem solving.

The business has a friendly, down-to-earth culture where people work together, priorities can change quickly and everyone is expected to get involved. They need someone who can challenge senior leaders when necessary, but who is equally comfortable working alongside operational teams and finding practical ways to get work done safely and compliantly.

What You’ll Be Doing

This is a broad HSQE role where you’ll own and develop the company’s integrated management system. Key areas will include:

Health and safety leadership – oversee health and safety across construction, installation, maintenance and decommissioning activity, including work at height, rooftop and mast access, lifting operations, electrical work and live-network environments.
Risk assessments and safe systems of work – review and approve RAMS, permits and operational procedures, making sure they reflect how work is actually carried out rather than simply meeting a paper-based requirement.
CDM compliance – support the business in meeting its duties as principal designer and principal contractor, including pre-construction information, construction phase plans, health and safety files and residual-risk management.
Management systems and ISO standards – own, maintain and improve the integrated management system across ISO 9001, ISO 14001 and ISO 45001, while supporting the continued development of ISO 27001 and other security-related standards.
Audits and accreditation – plan and deliver internal audits, lead external certification and surveillance audits, close out findings, and maintain SafeContractor and other client or industry prequalification requirements.
Site, office and warehouse compliance – carry out inspections and support compliance across operational sites, the warehouse and the office, including fire safety, COSHH, DSE, manual handling, facilities management and workplace inspections.
Incident management – manage accident, incident and near-miss reporting, lead investigations and root-cause analysis, complete RIDDOR reporting where required, and ensure lessons learned are implemented.
Board reporting and KPIs – produce clear HSQE performance reports for the leadership team and board, highlighting risks, trends, actions and improvement priorities.
Supply chain management – assess and monitor subcontractors and suppliers, manage the approved supplier list, carry out supply-chain audits and ensure external partners meet the required standards.
Training and culture – identify training needs, deliver inductions and toolbox talks, maintain competence records and build an open culture where people feel comfortable raising concerns and near misses.
Environmental and wellbeing standards – oversee waste management and continual improvement under ISO 14001, while supporting positive wellbeing and psychological health and safety practices in line with ISO 45003.

What We’re Looking For

The successful candidate is likely to have:

NEBOSH General or Construction Certificate, or an equivalent qualification. This is a significant requirement for the role.
Strong experience in a hands-on HSQE, QHSE or H&S position within a construction, contracting, subcontractor or operational environment.
Experience managing health and safety across both office-based and site or warehouse environments.
Practical knowledge of ISO management systems, particularly ISO 45001 and ISO 9001, with exposure to implementation, auditing and continuous improvement.
Experience owning or developing integrated management systems.
A sound understanding of CDM 2015 and principal designer and contractor responsibilities.
Experience with site inspections, audits, RAMS, incident investigations, corrective actions and compliance reporting.
The ability to communicate confidently with directors, clients, managers, site teams, operatives and subcontractors.
Experience managing accreditation, certification or prequalification requirements.
A full UK driving licence and willingness to attend sites nationally when required.

Salary: £70,000 – £75,000, depending on experience.
